Add utils to get boundary nodes from a nodeset

In BoundaryInfo it would be convenient to be able to get all boundary nodes for a given sideset, nodeset, or maybe both (with the MOOSE confusion of the two)

If we could do this with a custom range rather than allocating a set of IDs or pointers, bonus points
