Devices: Signal / WiFi filters incorrectly include wired (and offline) devices.

Summary:
On the Devices page, the Signal and WiFi (SSID / Band) filters wrongly match wired (Ethernet) devices, which have no signal / SSID / band. Additionally, Signal = Excellent behaves as "show all" and even surfaces offline devices while the Online tab is selected.

Reproduce steps:

1. Login to Linksys Now.
2. Go to Menu > Devices, select the Online tab.
3. In the Filters panel, set Signal = Excellent.
4. Repeat with Signal = Good / Fair / Poor, then with a WiFi SSID / Band filter.

Actual result:

• Signal = Excellent → lists everything, including the wired device ASTWP-041510 (Ethernet) and the offline iPhone — offline devices appear despite the Online tab being active.
• Signal = Good / Fair / Poor → each still lists the wired device ASTWP-041510 (Ethernet).
• WiFi filter (SSID / Band) → also lists the wired device ASTWP-041510 (Ethernet).

Expected result:

• Signal and WiFi (SSID / Band) filters should apply to wireless devices only, and exclude wired (Ethernet) devices entirely.
• Signal = Excellent should filter by signal strength (not "show all"), and should not surface offline devices while the Online tab is active.
