I'm using SE98 icon theme and the toolbar icons are blurry because they get resized (scaled down). The icon size should be 24x24 pixels (that is the case with other themes).
Comparison with Adwaita and Mint-Y:
The icon in the location bar is also blurry, but only when using View -> Location Selector -> Buttons Style
