Notifications not working in Ventura

In both the x86 and apple silicon builds.

This is likely due to changes in the Notification APIs, or due to the way that TomatoTimer uses some undocumented features (to show an Icon).

NOTE: TomatoTimer does show up in the Notifications section of System Settings.
