Implement Orleans storage modes and native development hosts

Route shared files through one activation-owned physical session and dispatch bounded logical partition queries through Orleans. Move background storage reads to typed owners and retain joined local scopes.

Remove obsolete child dispatch and server-image tooling. Use the SDK default Debug configuration for local builds, native Aspire and functional tests while preserving warnings as errors and source identity checks.

Verification: the source integration passed the full strict solution build, no-change format verification and repository governance before the final default-configuration alignment. The new default build, native source inventory reconciliation and live storage-mode checks remain pending.
