Speech from background thread

Could someone contribute a snippet at
https://github.com/Microsoft/Windows-task-snippets/tree/master/tasks
for speech (read a text message) from a background thread on UWP?

Tried multiple approaches but fails to speak or takes over the UI if many speech messages end up being queued

@birbilis Thanks for the suggestion! Seems worthwhile. We'll add this to our backlog, but we might not be able to get to it soon. I'll keep the issue open so we can update it when we know more. Thanks again!
