Major version changes

Tracking things that should potentially also be changed the next time a major version bump is needed.
(Maintainers, feel free to edit.)

• Bump required Node version
• Bump typescript version
• Update runtime dependencies
• Complete config file validation. Currently there's validation (including throwing errors) for the environment variable config but not the config file.
• Throw on invalid envConfig provider and options values
• Remove * exports of every random utility/type from every package
• Add exports maps
