[SPEC CHANGE] `x_mitre_contributors` should be optional on Detection Strategies

ATT&CK Spec 3.3.0 specifies that Detection Strategies MUST have at least one contributor specified in x_mitre_contributors.

This is a mistake — x_mitre_contributors should be treated as an optional field.
