Rule to convert all caps word3 to WORD3.

I am starting to implement rules that give the equivalent of Dragon NaturallySpeaking rules in SpeechNote.

Is there a repository of existing rules or some place where I could publish my rules for use by others? I am sure I am not the only person working on this, but I cannot find any other existing published rules.
