[Bug]: a block is still active in admin after overriding with actions that don't have delayed followups

What did you expect to happen?

The only cases where I saw the follow-up action present but it should have been deleted because the reject/disable did not have any followup actions.

@ioanarusiczki does it happen too if the original action we're overriding is not a listing content rejection ?

@diox I did not notice it in other cases, for example overriding a disable+ 2 followup actions with a reject + no followups

I see the delayed followups deleted.
