[Bug]: Existing tag is not displayed in tag management

Bug description

I have created 6 tags for files. Five of them are displayed correctly in the tag management section under Settings → Basic settings, but one tag is completely missing from the list.

The missing tag still exists and works normally: I can select and assign it to files. However, it is not displayed in the tag management section, so I cannot rename or delete it.

The issue seems to be that the tag is available when assigning tags to files, but is not available for management in the settings.

Steps to reproduce

1. Create multiple tags for files.
2. Go to Settings → Basic settings and open the tag management section.
3. Notice that one of the existing tags is not displayed in the list.
4. Open a file and select the option to add a tag.
5. The missing tag is still available and can be assigned to the file.
6. Go back to the tag management section: the tag is still not listed.

Expected behavior

All existing tags should be displayed in the tag management section.

I should be able to manage every existing tag, including tags that are already assigned to files, so that I can rename or delete them when needed.

I resolved using the SSH but the issue seems still affect the NextCloud Interface.
