v3 C5: discovery-union + universe/selection coverage decomposition #250

31.6% of nontrivial gold never enters the candidate universe; no fusion of selections can recover it. v3 adds union at the discovery level and decomposes the shortfall per cell into: gold ∉ universe / gold ∈ universe ∧ ∉ selection / selected. This fills the "coverage" column and answers how much of the 0.527 shortfall fusion can reach at all.

Implementation

The discovery ensemble is already pluggable — a cell where both modes' candidate universes are unioned before scoring. Per-instance metric decomposition in the harness.

Relation to #130

#130 (multi-hop import closure) raises the universe ceiling; this issue measures the ceiling first and attributes the loss. Run C5 before deciding how much of #130 v3 needs.
