docs(agents): point os-dev at the surviving decision-frame copy (#17540)

Line :355 of `.claude/agents/os-dev.md` pointed at `rules/dev-template.md`'s
`{decision_frame}` slot, a template that left the tree with the published
PM skill. Rewrite the one line to point at the single declared copy of the
frame (pm-dispatch SKILL.md, 升级与决策) and to say the dispatch word carries
it verbatim while the dev keeps no copy. Same line count (403), 112 bytes;
:354 and :356 untouched.
