docs(pm): engine lane red line points at the anchoring rule's lint exception (#17519)

`references/lanes/engine.md:15` stated `packages/lint` => `domain:devx` with no
qualification, while the anchoring rule at SKILL.md carves out the spec-facing
part of that package. An engine seat reading its own charter — the one text it
is entitled to trust — was handed the wrong lane for a real file family.

The line now names the default and points at the exception's single home. It
does not restate the exception's test: one statement, pointers everywhere else,
so there is no fourth copy to drift.

Net-zero lines (32/32, ceiling unmoved); the line is 117 bytes of the 120-byte
cap. Nothing else in the file changes.
