+Do this only:
+
+1. Read `TRACKER.md`.
+2. Identify the next actionable step — use the `Next action:` line near the top, cross-checked against the first row whose Status is `⏳` (Not Started) and whose dependencies (if listed in the Branch column, e.g. `1.1a`) are already `✅`.
+3. Output a concise report:
+   - **Step**: number + title
+   - **Phase**: phase number + title
+   - **Branch**: suggested branch name following `build/phase-{N}/step-{N}.{M}-{slug}` convention
+   - **Dependencies**: list any prerequisite steps and whether they're done
+   - **Key deliverables**: bullet list from the tracker row
+   - **Linked ADRs / docs**: if mentioned in the row
