Prepare Gitcrawl 0.17.0, a minor release for split portable exports and run-scoped cluster-candidate commands. Preserve all seven Unreleased bullets verbatim, put the user-facing features first, add release highlights, and retain an empty Unreleased section.
Require the fleet-signed annotated release tag through the shared Actions workflow, with the public allowlist, documented dry-run/sign/verify/push sequence, and updated release-script checks. Artifact builds, signing, notarization, verification, and Homebrew delivery remain in GitHub Actions.
Validation: all seven changelog bullets compared before/after; documentation build and tests, actionlint, release-script tests, and independent Codex P0–P3 autoreview passed. CrawlKit v0.17.3 was landed separately in #273 after focused JSON regressions, the full Linux gate, and exact-head CI passed.
