Notification bell hides after Mark all as read, so the drawer cannot be opened for uncleared messages

If you mark all notifications as read, the bell icon disappears. You cannot open the notification drawer again to see messages that were marked as read but not cleared.

Steps

1. Open the notification drawer from the header bell.
2. Mark all notifications as read. Do not clear them.
3. Close the drawer.

Actual
The bell is gone. There is no way to reopen the drawer.

Expected
The bell stays visible while uncleared notifications remain. Marking as read should only remove the unread badge.
