cgi-upload does not emit any data until the upload is finished, causing timeouts from uhttpd

uhttpd has a default script_timeout of 60s. This means if the upload takes more than 60s, uhttpd kills the connection.

We're running across this when uploading a firmware image over a low-bandwidth link.
