General option for EvaluationMetrics

Motivation

Additional metrics is too specific.

Goal

• allow to have more general option data

Implementation

• make it JSON-format string (fix grpc spec)
• fix type of EvaluateResult.option
• able to add plugin to visualize optional data (add it to dashboard)
