Update to defmt 1.0

Defmt 1.0 is now out and has been for a while. Some embedded-* crates, such as embedded-io seem to support it, but others, such as embedded-hal are stuck on defmt 0.3. It would be good to update everything to defmt 1.0 and probably deprecate the defmt-03 features.

(Note defmt 0.3.99 is a reexport from defmt 1.0, so these crates actually do use defmt 1.0. Would still be good to update tho)
