Y26-132 - Expose billing_report_view_v2 in Tableau for users

User story

As SeqOps manager in charge of billing (Rich R), I would like the new billing report query to be exposed in Tableau so that I can use the data without writing SQL.

Acceptance criteria

Consider if these features can be featured flagged to decouple testing and deployment.
To be considered successful the solution must allow:

UAT:

• Publish new data source for test/UAT version of billing_report_view_v2 in Tableau server, in new Sequencing Billing folder under DNAP.
• Find out which report/workbook(s) Rich R was using for testing the updated billing query
• Update the above report/workbook to point to new UAT data source, and make sure includes new fields.

Prod:

• Publish new data source for prod version of billing_report_view_v2 in Tableau server, in new Sequencing Billing folder under DNAP.
• Find out which report/workbook(s) Rich R is using in production for his reporting
• Update the above report/workbook to point to new prod data source, and make sure includes new fields.
• Check with Rich if anyone other than DNAP needs access to the report (e.g. ToL stakeholders) and grant access if so

Also:

• Archive / delete old reports he's not using

Dependencies

Needs to be done in parallel with:

• Y26-107 - As a TL (Tom) I would like a billing_report_view_v2 to be created in the mlwh_reporting database using the latest billing query including stock plates information so that faculty can relate bills back to plates. #51
• Y26-126 - As a manager in Short Read in charge of billing I want custom_primer_used, kit_type, cycle_number, qc_complete_date columns available in billing_report_view_v2 #53
  (to enable UAT and release to Prod)

Additional context

We discussed with Matt F that the data sources should cache the data nightly, so that load time is quick for the user. (This report doesn't need to be up to date up to the minute).
