It's already a little bit annoying to have to complete the entire setup questionnaire to reconfigure an existing app, and it will only become more annoying with each new package created.
Instead of (or likely in addition to) the edit command, implement add and remove commands to surgically install or delete packages (and do the relevant configuration thereof).
