fix(cli): deploy agents with agentex-agent chart 0.6.0 by default

The CLI deploys agents with chart 0.1.9 when the environment does not
set a chart version. Chart 0.1.9 creates a minAvailable: 1
PodDisruptionBudget for an agent with one replica. That budget allows
no evictions, so it stops Karpenter consolidation and EKS node drains.

Chart 0.5.1 and later drop that budget when the replica floor is 1.
Cloud deploy in egp-api-backend already pins chart 0.6.0. This change
sets the same default for the CLI.
