New SPEC—Best Community Practices

Last year at the Scientific Python Developer Summit, I started working on the SPEC for 'Best Community Practices'. It has several sections, such as Governance, Code of Conduct, Sustainability, Communication channels, Github management, etc.

After several discussions with the attendees, especially @jarrodmillman, we realised that there needs to be a separate SPEC for Governance, which led to SPEC9—Governance.

I'd like to complete the original SPEC.

This also calls for a discussion to determine whether a separate SPEC is needed for one or more elements, e.g. Code of Conduct. I remember having a good conversation with @crazy4pi314 towards the end of the summit on CoC.

Since Scientific Python's mission is "To better coordinate the ecosystem and support the community of contributors and maintainers", I assume that users of the core projects aren't part of this community?

pinging @KirstieJane here. There have been several questions/discussions about this lately, I think it would be good to take a moment at the upcomming summit to clarify this and adjust the mission statement if appropriate.

Users and developers are both part of the community and, ideally, users are or become developers of the tools they use.

That said, the focus of the Scientific Python project is on supporting the maintainers, who are overworked, under-resourced, and without whom there can exist no ecosystem.

The motivation for having the SPEC is to provide valuable and practical advice to the maintainers to manage their project's community, which consists of maintainers and users.

Users and developers are both part of the community and, ideally, users are or become developers of the tools they use.
