Pass on development flag

Something about the loading means that the CPP DEVELOPMENT flag doesn't get passed on to the file that is dynamically loaded, so any #ifdef DEVELOPMENT blocks are not properly discriminated.

Just for testing purposes, can you tell me what version of ghc, Cabal (the library) and cabal (the binary) you have installed?

It works in the repl, but not when I cabal run, even though both are in development mode.

I have the same problem - i have composed a snap project to find the bug - maybe it is helpful https://github.com/epsilonhalbe/tmp, while the flags are present in the main module, you can see that in the site module they are missing. I named the flags prd and dev for this is where I want to use them in the end.

The ghc/cabal versions are 7.10.2 and 1.22.4 Cabal/1.22.6 cabal-install, i also included a stack.yaml so the build is (better) reproducible.
