feature to add Lightspeed to a cluster

Lets create a feature to enable OCP Lightspeed to a managed cluster.

I seems Lightspeed supports claude on google vertex as LLM backend, I suggest we go with that.

Draft plan:

• Create a vault entry with the required credentials to google vertex project
• create a new role "feature-lightspeed" that installs the Lightspeed operator using the well known patterns (e.g. like feature-lvms)
• configures LightSpeed custom resource definition accordingly.
