Update workflow should mark existing PR as draft on conflicts

Also we could make it so that PRs are opened on a schedule but updates are pushed immediately?

I think conflicts marking them as draft is a sensible change.

As for the schedule. Is there a motivation? Is it for allowing time to revert package template changes?

Mainly so that when I'm on a bender like this people aren't getting inundated with PRs 😆

I think the change would be fine but not a definite improvement.

If you want a change in asap e.g. to fix broken ci then I guess you can run the workflow manually?

yeah, you can always run it manually, it's a lot harder to make it not run lol
