Subject: [PATCH] tael plan says when the runtime is not answering
 (ankra-y2us8)

The plan's Runtime line read the environment's status, which a dedicated
machine keeps at ready while its agent is gone. The backend's workspace
status now carries the runtime view the web banner reads; the line says
"not answering" and the detail sentence follows. An older backend sends
nothing, which reads as before.
