Images are currently stored outside of the default libvirt storage pools

Revisit whether `DATA_DIR`/`CONSOLE_LOG_DIR` need to live outside the default libvirt pool (`/var/lib/libvirt/images`) at all. Resolving this would reduce the SELinux special-casing surface area significantly.
