What would this actually be used for?

Who's the intended user - someone translating their own projects, or someone contributing translations to Lazarus itself? And if it's the latter, what exactly would they be adding, and who would be doing it?

And what does "preinstall" mean here in practice - the installer putting this tool on the user's machine alongside the IDE and compiler?
