Support p2p without ICE (have ICE-less "formats")

There's been a lot of interest in p2p QUIC that doesn't use ICE. Can we support "formats" that don't have ICE? Can the API be generic enough to not leak ICE-specific things (like we've made it not leak RTP-specific things)?

Related: Sould we know when ICE is connected, but DTLS/SRTP is not yet? It's useful for debugging. But it's not "format agnostic".

Is this 'Doesn't use ICE' or 'uses something like ice but that is better' ?
Are we discussing the local network case where no NAT holes need punching or an alternative hole puncher (e.g. UPnP?)

However, using something for the local network case where no NAT holes need punching probably deserves its own issue. WebRTC's current way of doing that with mDNS doesn't work well for enterprise networks, for example.

UPnP or PCP would also be interesting.
