Island width setting applies to notch and non-notch displays

Describe the bug

The description of the setting "Scale the collapsed island width on non-notch displays" is inaccurate. The setting actually changes the width of the UI on both notch and non-notch displays, rather than being restricted only to non-notch displays as stated.

Steps to reproduce

1. Navigate to the application settings.
2. Locate the setting "Scale the collapsed island width on non-notch displays".
3. Toggle or adjust the setting on a device with a notch display.

4. Observe that the UI width of the collapsed island changes on the non-notch display.

Expected behavior

• The setting should only apply to non-notch displays.
