url bar navigation to existing tab #288

This is a feature of Arc that i love to (ab)use

I've enabled the floating url bar, which IMO is the only way this feature makes sense.

let's say i have a single essential tab at "gmail.com". when i press cmd+t to open a new tab, and type gmail then press enter, instead of opening a new tab, i'd like to navigate to the existing essential gmail tab.

non-essential tabs should be ignored.

if there are multiple tabs that match, then the behavior should be to assume a new tab should be created, unless further typing reveals a singular match. the other matches should appear in the list, above history-matching candidates.
