Upgrade Python baseline to 3.10 and drop EOL versions

Python 3.8 and 3.9 have reached End-of-Life (EOL).

We need to upgrade the project to Python 3.10 as the new minimum supported version. This will allow us to leverage modern language features and simplify maintenance moving forward.
