Derive backend URLs from VITE_BASE_URL instead of hardcoding localhost

Fixes #394

Matchmaking and chat WebSockets, room creation/join, and the coach pages hardcoded localhost:1313, so they silently fail on any non-local deployment. Added a shared constants/api.ts exporting API_BASE_URL/WS_BASE_URL derived from VITE_BASE_URL (with a localhost fallback for dev) and updated all hardcoded call sites to use it.
