Replace em-dashes and en-dashes in rustdoc comments and the changelog with plain ASCII hyphens. Update actions/checkout from v4 to v7 in the CI and publish workflows. The crate has no external Rust dependencies, so there is nothing else to update. Release 0.1.3.
