Add get_runs_jobs_detail named query #233

Feature Description

Provide the get_runs_jobs_detail named query so consumers can retrieve a consolidated, paginated view of event runs and their associated job details for a selected topic.

Problem / Opportunity

Consumers need a reliable API-backed data source for run and job detail views, including operational dashboards and reporting use cases. Without a dedicated named query, they must reconstruct this view from lower-level data or rely on external dashboard-specific feeds, which duplicates effort and can produce inconsistent results.

Acceptance Criteria

• Consumers can invoke the get_runs_jobs_detail named query for a valid topic.
• The query returns run and associated job detail records needed for operational inspection and reporting.
• Results support pagination so consumers can process larger result sets predictably.
• Consumers can constrain returned data using supported query parameters, including time-range inputs where applicable.
• Invalid topics, query names, or query parameters receive clear client-error responses.
• Automated tests cover expected results, validation, and pagination behaviour.

• Implemented by PR feat(event-stats): add named-query endpoint for runs/jobs detail #228.
• Related to EventStats: compiled queries endpoint for server-side aggregations #116, which covers broader compiled-query capability but not this specific consumer need.

Additional Context

This request captures the concrete get_runs_jobs_detail use case addressed by PR #228. It is intentionally separate from #116 because that issue's broader scope does not accurately describe this feature request.
