Add defaults for the new timezone members, but document the signature change as breaking.

The default Failure for SqlGenerator.getServerTimezone does not preserve direct custom implementations that still use the old getDataQueryIncremental signature. It only removes the new abstract-method requirement.

SqlGeneratorBase provides the new incremental method itself, so subclasses that inherit it are not affected by that signature change. However, the new abstract getServerTimezoneQuery breaks existing subclasses that do not implement it. Give that member an unsupported default. Do not imply that this fixes the changed incremental-query signature for direct implementations or subclasses that override it.

Document the getDataQueryIncremental signature change in the release notes.

Give SqlGenerator.getServerTimezone a default unsupported failure and give
SqlGeneratorBase.getServerTimezoneQuery an unsupported default so existing
implementations that lack timezone support remain compatible; do not present
these defaults as resolving the changed getDataQueryIncremental signature for
direct implementations or subclasses that override it. Document that signature
change as breaking in the release notes.

Include connection acquisition in the timezone fallback.

When no timezone is configured, jdbcUrlSelector.getConnection runs outside the Success/Failure handling. If connection acquisition fails after retries, defaultTimeZone is not used.

getConnection reuses and closes the cached connection, and it still calls getNewConnection(retries). The lifecycle and retry-removal concerns do not apply.
