[codex] automate NAS auto-time full loop

Summary

• Add the NAS auto-time full loop worker that creates active projects, inserts NAS root mappings, rebuilds affected work dates, and writes health reports.
• Add audit and health report persistence for automatic project/root actions.
• Add focused Vitest coverage for parser, runner rebuild mode, health report generation, and full-loop orchestration.

Validation

• TMPDIR=/mnt/f/SA-TIME/tmp/vitest-tmp TEMP=/mnt/f/SA-TIME/tmp/vitest-tmp TMP=/mnt/f/SA-TIME/tmp/vitest-tmp npm run test -- --run src/autoTime -> 6 files, 32 tests passed.
• git diff --cached --check passed before commit.
• Production worker was deployed and verified manually; 2026-04-23 health report shows 6 projects created, 6 roots inserted, 6 rebuild dates completed, and 115 NAS auto tasks written.
