The paired Cloud catalog envelope is now complete (defaultLabel plus inputs.defaults.agents), the three-dependency activation contract is exact, relay-hosted-flow-extension-execution has no accepted implementation PR and therefore cannot carry admissible deployment evidence, and ready additionally requires immutable integrated label-to-turn-to-receipt proof observed after every deployment and not in the future. Catalog/plugin/embedded contracts remain aligned and activation is fail-closed. Compatibility with Flows #584 is clean: #122 consumes the released, digest-bound v2.0.31 Babysitter artifact and does not copy or depend on #584's pending source changes.

Reviewed the full 19-file diff and every prior review thread. The first-class Babysitter entry now satisfies the paired Cloud catalog consumer envelope (defaultLabel, inputs.defaults.agents, and explicit kind: extension), onboarding refuses extension metadata as a standalone flow, and list responses omit the bundle while detail responses attach the exact reviewed bundle. The plugin, embedded Garden extension, first-class entry, manifest, file hashes, immutable v2.0.26 source, and v2.0.31 runtime provenance remain aligned.
Activation is fail-closed: readiness requires the exact three dependency identities and repositories, registered implementation PRs, merged-main plus successful production-deployment receipts, and an immutable bounded live label-to-turn-to-receipt proof observed after every deployment and not in the future. The hosted-extension executor deliberately has no accepted implementation PR, so it cannot acquire admissible evidence; Cloud #4002 is not treated as execution authority. Pending Flows #584 does not alter the digest-bound released artifact in this PR.
Independent exact-head verification: npm test passed 395/395 tests (323 web, 72 router); npm run verify:recommended-flows verified both v2.0.26 sources and the complete Babysitter artifact digest; tsc -p web/tsconfig.json --noEmit passed; git diff --check passed; Veto diff review PASS (code 98, security 98, secrets clean). Live GitHub state was re-queried immediately before submission: head unchanged, mergeable/CLEAN, all required checks successful or neutral, and all six review threads resolved.

Summary
Fail-closed activation
Activation stays blocked until all three runtime dependencies have exact merged-and-production-deployed receipts: the Cloud capability adapter, a targeted hosted-flow-extension executor, and Relay existing-session delivery. The hosted executor intentionally has no accepted implementation PR, so evidence cannot be admitted yet. A ready gate also requires a digest-verified immutable live label-to-turn-to-receipt proof observed after every dependency deployment and no later than verification time.
This PR does not expose an activation link, deploy, publish, release, or treat Cloud #4002 as execution authority.
Tests
