Upgrade @altimateai/altimate-core to 0.8.0 #1529

@altimateai/altimate-core 0.8.0 is published. It adds:

• the second layer of the dbt reviewer: config lints parsed with the real dbt Jinja AST, plus a new DBT006 hardcoded-relation finding;
• parser fixes for read syntax that used to fail to parse, so the SQL tools treated those statements as writes and asked for approval. Examples are DuckDB //, TIMESTAMPTZ '…' literals and a match alias, and SQLite NOT GLOB.

altimate-code still pins 0.7.0. Bump it to 0.8.0 and update the tests that pinned the old fail-closed behavior for this syntax.
