Stacked on R1A. No live service migration. Engine and EffectiveState now share TargetResolver: native config.json (schema 1) > installed sort plist > env > ~/Desktop. Invalid selected config/plist fails closed and cannot move files.

Stacked on R1A. No live service migration. One path helper, fail-closed launchd fixtures, centralized identity without widening self labels, hermetic smoke/status gates, bounded docs, and an in-tree A→B→A transcript.
Stacked on R1A. No live service migration. Parse schema-1 config.json from raw UTF-8 before any dictionary conversion. Duplicate keys, including escaped equivalents, are invalid and cannot fall through or move.
