Stacked on Phase 1A.1. Default public probe still stops at exit 4. --commit-mutation is the second factor that may invoke exactly one granted SMAppService.register or unregister. Ungranted overloads stay disconnected. Hosted CI does not run the observation. Production self-labels are unchanged. Ad-hoc signing remains development evidence. No merge.
