What this PR does

Follow-up to #15 (merged) with the file moves and roadmap detail:

  • setup.md → docs/setup.md (test-count pointer refreshed to 130; related-doc links fixed).
  • references.bib → docs/references.bib.
  • Roadmap Phase 5 expanded into a detailed evaluation plan: freeze-before-start list, run matrix (3 conditions × 2 benchmarks, resumable file-level runs, budget estimate), Pareto sweep, ablations A1–A5, per-category/per-tool/per-setting breakdowns, stratification, bootstrap CI + paired McNemar, scaled error taxonomy, latency/utility, headline figures, and the Gate 3 freeze step.
  • All references updated: README (tree + links), AGENTS, CHANGELOG, literature_review/index.md, issue-template config, docs hubs.

Verification

  • 46 local markdown links resolve.
  • pytest -q → 130 passed.
  • No code changes (docs only); CI will confirm.
