Task
SYNTH-292
Symptom
Robots imported from mira needed to have already had their wheels assigned by the exporter.
Solution
We do not require this for URDF, added the same algorithm to also auto assign wheels via native mira uploads given that no wheels were already found.
Verification
[Here] (https://github.com/user-attachments/files/30475184/DozerNoWheels.zip) is dozer with no assigned wheels exported from fusion. It will not drive on dev but it will on this branch.
