Implementa el subsistema de memoria persistente de hechos de largo plazo por usuario, proyecto u organización (AUD-014) en cognito-backend. - Agrega modelo ORM DBFact y modelo de dominio Fact. - Agrega FactMemoryManager para guardar y consultar hechos en PostgreSQL/SQLite. - Agrega herramienta explícita RememberFactTool (remember_fact). - Inyecta hechos relevantes de User/Project en el System Prompt de sesiones futuras. - Actualiza AUDIT_MASTER.md marcando AUD-014 como Corregido y documentando la exclusión de vector store para el MVP. - Agrega suite de pruebas de regresión en test_persistent_facts_memory.py.
