Updates Azure Batch pool default settings to use newer Ubuntu HPC imagery and a different default VM size, affecting the out-of-the-box pool configuration created by the cfa.cloudops client defaults.

- Bump default Ubuntu HPC image SKU from
2204to2404and node agent SKU frombatch.node.ubuntu 22.04tobatch.node.ubuntu 24.04. - Change default VM size from
standard_d4ds_v5tostandard_d4ads_v5.
