What
Minor release 0.12.1 to 0.13.0: version bump in package.json and package-lock.json plus the CHANGELOG entry for the new certifications module merged in #20 (CEL-1702).
Why
Producer and importer consumer PRs bump to ^0.13.0 to replace their local certification key helpers with the shared contract. Same release shape as #19: merge to main triggers publish.yml, which publishes through npm Trusted Publishing (OIDC) when the version is not yet on npm.
Expected after merge
publish.yml run publishes 0.13.0 with provenance; npm view @cellarnode/beverage-utils version returns 0.13.0.
