Wires release-please into this repo via the SHA-pinned reusable workflow in org-dotgithub (Coding-Autopilot-System/.github).

  • Adds release-please-config.json (release-type simple, package ".", changelog-path CHANGELOG.md)
  • Adds .release-please-manifest.json bootstrapped at 4.0.0
  • Adds .github/workflows/release-please.yml, triggered on push to main, calling Coding-Autopilot-System/.github@f288e5e (pinned per phase 39-01)

Bootstrap baseline note: this repo already carries a real tag history (v1.0.0, v3.0.0, v4.0.0 — its own internal 'Milestone vN.0' numbering, unrelated to the CAS portfolio's v1.5 milestone label). The manifest is deliberately bootstrapped from 4.0.0, its real GitHub-confirmed latest tag (verified via gh api repos/Coding-Autopilot-System/gsd-orchestrator/tags on 2026-07-09), so release-please's first diff (v4.0.0..HEAD) covers only genuinely unreleased commits. This continues gsd-orchestrator's own existing tag line and does NOT restart it from the CAS portfolio's v1.5 milestone number — this is a deliberate decision, not an oversight (see org-dotgithub's docs/RELEASE_POLICY.md, 'Release Automation (v1.5)' section, added in 39-01).

Part of Phase 39 (release-engineering) plan 39-03, wave 2 of the 13-repo release-please rollout. Does not merge automatically per org PR-only convention.
