Persist the owner’s requirement that every release PR contains both an app-version bump and a matching nonempty one-time What’s New card. Require verification against main and explicit version/highlight/validation details in the PR description, even when a preparation PR was used. Applies to release #205 and all future releases.
Validation: referenced local paths exist and whitespace checks passed. Documentation-only; no application behavior changed.
